Just to confirm, body paint (and makeup) on a silicone doll cannot fade, right? I am aware that TPE dolls usually have body paint fade away after a few maintenance sessions. I would like the body paint on this doll to be more permanent.

No, the makeup will fade if you often wash the skin.

I am interested in an ROS head, but the heads I am interested in aren’t on the list of ROS head numbers. Is the list up to date? If so, can heads not on the list be requested with the ROS option? (I am specifically interested in the movable jaw feature.)
